Question: Income Tax?

Article 1 section 9 of the US Constitution was modified by Article 16, passed on July 2nd 1909 and ratified February 3rd 1913, this allows Congress to lay Taxes on income(income Tax). My question is: Is it illegal in any way not to complete IRS Form W4 and the subsequent IRS Form 1040? If these forms are legally required what are the article numbers or code numbers to accompany such laws? What would happen to withholdings from pay periods if form W4 were not completed?
Thank you in advance.
I guess I was wrong for thinking that this was an open forum to seek help on certain issues however mundane, ignorant or infantile they may seem to certain ‘Top Contributers’. Some of the answers to my question show the lack of humility that runs rampant in our ‘Free Society’. Thanks fellow Yahoo users. (I guess the word ‘Yahoo’ is still relevant to some users, just as Jonathan Swift had intended it to be decades ago!).

Answer: if you don’t file a return this is what will happen

1.if you don’t owe and they owe you they won’t bother you ’cause they like to keep the money
2. if you don’t file and you owe money they will come after you but they are slick they wait for the penalties to start adding up if you owe a large amount they start coming after you at the three year mark, if you owe a small amount they wait until the fines and penalties are more than you owed to Begin with the rates is like paying a lone shark you’ll never be done because the fines keep adding up while your paying them back
3. they will take it from your pay check
bank account
other tax returns due to you
property
car
they will have no mercy
you can go to jail too!
