IRS Missing Refund

Question: If I owe $600 in child support, but have made all other payments since, will I still get my tax return?

So, I missed my first 3 payments due to unemployment. I have since had the state take the money directly out of my checks, and have paid all other payments. I am going to court on Friday, and was hoping to set up a payment plan, because I have many other bills that I need the refund for. Do you think the IRS will take my refund? It was only for $400.
